تطبيق نظم معلومات الحكومة الإلكترونية كوسيلة لمجابهة الفساد: نماذج دولية ناجحة

لقد برهنت العديد من الدراسات علي الدور الفعال الذي تؤديه الحكومة الإلكترونية في مجابهة وتقليل الفساد وذلك من خلال الحوكمة الجيدة ودعم الجهات الفاعلة ذات التوجه الإصلاحي، ولنتحدث بصورة أكثر تحديداً فإن الحكومات الإلكترونية لديها القدرة علي تحجيم الفساد والسلوكيات المصاحبة له خارجياً من خلال تقوية علاقاتها مع المواطنين وداخلياً من خلال استحداث وسائل أكثر فعالية لمراقبة سلوك الموظفين والتحكم فيه. وركزت الدراسة على التعرف على آثار الحكومة الإلكترونية علي مجابهة الفساد من خلال دراسة لعدة تجارب دولية، بالإضافة إلى ذلك تناولت دراسة تأثيرات الممارسات البيروقراطية المتجذرة وجودة البيروقراطية. وتوصلت الدراسة إلى وجود دور فعال وتأثير إيجابي للحكومة الإلكترونية علي تقليل الفساد.



Many studies have demonstrated the effective role played by e-government in confronting and reducing corruption through good governance and support for reform-oriented actors. To speak more specifically, e-governments have the ability to curtail corruption and the behaviors associated with it externally by strengthening its relations with citizens. And internally, by developing more effective means to monitor and control employee behavior. The study focused on identifying the effects of e-government on combating corruption through a study of several international experiences. In addition, it dealt with the study of the effects of deep-rooted bureaucratic practices and the quality of bureaucracy. The study concluded that there is an effective role and positive impact of e-government on reducing corruption.
